It's tough....I guess it's gotta be a case by case basis.

I ride the metro bus in DC every day....and so far in the past 18 months, I've only seen two instances of ride refusal.

Once was the 16th street trash bag homeless man who always wears a hoody and whose pants get more tattered around the knees every time I see him (haven't seen him in about 6 weeks)....but he stinks to the high heavens, makes me wonder if there are spare body parts in that bag. You'll certainly deal with your share of smells on metro buses, but this guy is absolutely intolerable.

I've ridden on the bus with the dude before, but this one instance, the driver didn't even allow him to get on. Justified? Of course.

The second instance was a drunk (or under some type of influence) old man who looked 83, but was probably 60....he was so incapacitated that he was barely able to get on the bus....was falling all over the stairs...yet insistent that he get on. Luckily a cop was near.

And I guess that's my stories.

Feh, there are rules but who actually follows them. You're not supposed to eat or drink on Metro but people do. That thing about the NYC subway, on a trip there I witnessed a guy jacking off, hands in his pants about a few feet away from a sleeping kid, and some young man high on something cursing and threatening a senior citizen who apparently looked at him wrong.
The rules are occassionally enforced, which means they're not really enforced. Sometimes the bus driver will eject the stinky guy, sometimes not. It is a crap shoot.
