		<description>Ditto. Very well said. Both global warming cap-and-trade legislation and the reauthorization of the Highway Bill in coming years present huge opportunities for smart growth policy. For example, under a cap-and-trade bill carbon credits (or emissions permits) can be auctioned to polluters and revenue on the order of trillions of dollars can be given to state and local governments for public transit, green building programs, weatherization assistance, etc. Unfortunately some of the options on the table right now would give those permits to polluters for free.</description>
